New Zealand

New Zealand has a small, bank-dominated financial system in which the largest banks are subsidiaries of Australian groups. Prudential regulation sits with the Reserve Bank of New Zealand (RBNZ), conduct regulation with the Financial Markets Authority (FMA), and most financial service providers must be on the public Financial Service Providers Register (FSPR). In 2026 it became one of the few Asia-Pacific jurisdictions to legislate a licensing regime for online casinos.

Several official sites (RBNZ, FMA, NZ Legislation, AML/CFT portal) refused automated access on 2026-10-07, so bank minimum capital, Deposit Takers Act commencement dates, FMA licence financial conditions and FMA fees could not be verified and are left null; the RBNZ and FMA source links are the official landing pages. There is no dedicated e-money or payment institution licence: non-bank payment providers register on the FSPR and are AML/CFT reporting entities.
